While most Apache configuration takes place in the main configuration files, it's possible to include Directory-Level Configuration. The files all have the same name, .htaccess, and are plain text files similar to the Apache configuration. .htaccess files were originally intended for providing authentication security for directories; hence, the name. But have since evolved into a method of overriding and extending the configuration settings. The main configuration file can describe what can and cannot be changed within a directory, which is useful especially on shared hosts or with untrusted users which, honestly is everyone. .htaccess files have a number of advantages, they are read every request so changes to them aren't immediate. No restart is required. It gives flexibility for underprivileged users who shouldn't have access to the main server configuration but who may want to deny access to a resource or make minor changes to help their application.
