- [Instructor] In this course, I'll be talking a lot about older techniques and newer techniques, and I just mentioned the W3C in the last lesson. But who exactly are they? Before we get into CSS layouts, let's talk a little bit about where these standards come form and how to determine what's old and what's new. The World Wide Web Consortium or W3C for short is an international community consisting of member organizations, a full-time staff, and the public. They are responsible for developing web standards, guidelines, and the technical specifications. The improvements and standardization of CSS is managed by the W3C CSS Working Group. All of the specifications are published publicly on the W3C's website, including past, current, and working drafts.
