- All too often we don't think through evaluation until it's too late. And we find ourselves without the data, process or resources to conduct a meaningful evaluation. No matter how closely you adhere to the ADDIE model, no matter what instructional design model you follow, always begin your project with the end in mind. Consider the results you want to achieve, and the method you will use to determine your level of success. Using the four level Kirkpatrick Model is a useful tool for measuring learner reaction to the instruction, learning outcomes, behavior change and knowledge transfer, and the results achieved by the project. Since the evaluation phase should include both formative or process evaluation, and summative, or outcome evaluation, the nature and scope of both types of evaluation should be defined and described during the analysis phase.
