Usually governments take a long time to put together their resources to start creating policies that keep up to pace with technology. Sometimes it takes worldwide human rights movements to make people think about how their data is being used, where it's being used, and what inherent biases may be included in the decisions that they're making every day. This means that there's a large amount of leadership shown in various fringe conferences, and organizations realize that there are emerging problems that need to be addressed.
