- For your business to understand what your customers are allowed to ask for, let's look at the five consumer rights available under CCPA. To understand consumer rights, it's important to understand what a consumer is. A consumer is any natural or living human person and a resident is every individual who is in this state for other than a temporary purpose and any individual who lives in California, but is outside the state for temporary purposes. That is a broad definition. To be clear, if someone is just visiting a friend in California for a few weeks or on sabbatical for a few months, they aren't considered residents, but high school graduates from California that may be out of state for school are considered residents.
