COPPA

- In 1998 President Clinton signed the Children's Online Privacy Protection Act or COPPA into law. COPPA provides a legal framework for protecting the privacy of children on the internet and it extends to this day. The Federal Trade Commission is charged with authority and responsibility for enforcing COPPA and the extent of COPPA is limited to the FTC's scope of authority. Notably, COPPA does not apply to most non-profit organizations. COPPA does apply to the personal information of children under the age of 13. And websites may fall under COPPA in two different ways. First, sites are subject to COPPA if they are operated for commercial purposes and are directed at children under the age of 13. I'll talk more about what it means to be directed at children in a moment. Second, sites can be subject to COPPA even if they are not directed at children.
