- [Narrator] The Telecommunications Act of 1996 enacted a sweeping overhaul of federal regulation of telecommunications providers. The law affected everything from television broadcasting to the internet. From a privacy perspective, we're interested in one particular component of the Telecommunications Act. The regulation of customer proprietary network information, or CPNI. CPNI is data related to a subscriber's use of a telecommunications service. It includes communication records, such as call details, billing information, and the services used by a subscriber. The Telecommunications Act grants the FCC the authority to regulate how carriers may use and share CPNI, and the FCC has issued several orders and regulations implementing specific rules.
