Say you want to place a layer image, complete with layer comps, inside of a “master” image. Start with a layered image that includes layer comps and then create a new “master” file. Might as well establish custom guides using View > New Guide Layout. Then, place the first image into the master file using the File > Place Linked command. Now here’s the tricky part, go to the Properties panel to switch between the layer comps on-the-fly. A single placed image can switch between many different states.
