A few years ago—based on click data—Adobe determined that people usually scale layers proportionally. So for CC 2019, proportional scaling is the default behavior for pixel and type layers; but not for vector-based shapes or paths. Now, vectors are included but it’s still a huge break with tradition as well as other Adobe applications. You can turn off the Link icon but that’s sticky, which is enormously confusing! So, it's better to have a new preference setting. Ctrl-K or Command-K for Preferences > General. Turn on the Use Legacy Free Transform checkbox. Now press Shift to constrain, release Shift not to.
