Once, you got the general lighting and your scene going, you can think about your practial lights and what kinds of light they cast. In lighting for film or TV by extension, there's two kinds of lights, there's is practical, the actual light fixtures looking like they are giving off light. And theatrical. The lighting that sets the mood of the place, and often there are two completely different sets of lights to accomplish this for games as well. It's important that the lights that should light this scene at least look like they're on, even if the light is from places that are not necessarily in those sources.
