The adminpak.msi is available on the Windows 2003 installation media. If you are installing the 32-bit version it will be located in the Windows system 32 adminpak. If you're installing the 64-bit version it's called wadminpak and it's also located in the Windows System 32 directory on a Windows 2003 server or it's in the I3D6 folder if you are wanting to install it off the media.
